What countries use the XOF?
Eight WAEMU members share XOF: Benin, Burkina Faso, Côte d'Ivoire, Guinea-Bissau, Mali, Niger, Senegal, and Togo. Together they represent about 130 million people. Note Mali, Niger, and Burkina Faso have signaled intent to exit following 2022-24 coups.
Is XOF being replaced by the ECO?
The ECO replacement plan was announced in 2019-20 but has stalled. Senegal and Côte d'Ivoire still operate XOF, the French Treasury guarantee was nominally ended, and the EUR peg remains. Full ECO rollout has been pushed beyond 2027.
