Market overview
Croatia's mortgage market is dominated by Zagrebačka banka (UniCredit-owned, the largest), Privredna banka Zagreb (PBZ, Intesa Sanpaolo-owned), Erste & Steiermärkische Bank Croatia, Raiffeisenbank Austria Croatia, OTP banka Hrvatska, and Hrvatska poštanska banka (HPB). Croatia adopted the euro on 1 January 2023, eliminating the kuna and the historic problem of CHF- and EUR-indexed mortgages for kuna-earning borrowers. The Croatian National Bank (HNB) joined the ECB system fully on euro adoption; ECB cuts through 2024-2025 have brought new mortgage pricing down from 2023 peaks. The state APN (Agencija za pravni promet i posredovanje nekretninama) "Subvencionirani stambeni krediti" programme periodically subsidises portions of housing-loan instalments for young families.

Tax & regulatory notes
Croatia charges a 3% real-estate transfer tax on resale property purchases, payable by the buyer. VAT of 25% applies to first-time sales of new-build property from VAT-registered developers (priced into the gross sale price, so the buyer doesn't pay transfer tax on top). There is no annual property tax on primary residences (proposals exist but no broad tax in force). The APN-administered "Subvencionirani stambeni krediti" programme has run multiple rounds subsidising 30-51% of the monthly instalment for the first 5 years on housing loans for young buyers under 45 within defined price-per-m² caps. EU/EEA buyers face no restrictions; non-EU foreigners require reciprocity-based approval from the Ministry of Justice.
