Mozambique's mortgage market is led by Standard Bank Moçambique, BIM Millennium (Banco Internacional de Moçambique), Absa Moçambique, BCI (Banco Comercial e de Investimentos) and Banco Único, with Fundo para o Fomento da Habitação (FFH) the state housing fund. The Banco de Moçambique held its MIMO policy rate at 12.75% through 2026 after a multi-year disinflation cycle following the 2016 hidden-debt crisis. Tax & regulatory notes

The Lei de Terras (Law 19/97) reserves all land ownership to the State, granting only renewable Direitos de Uso e Aproveitamento da Terra (DUAT) for up to 50 years renewable. FFH and the Programa Nacional de Habitação provide concessional finance for first-time buyers in approved developments.
