Taiwan mortgages are issued mainly by Mega International Commercial Bank, Cathay United Bank, Taishin International Bank and the state-owned Land Bank of Taiwan. The Central Bank of the Republic of China (CBC) sets the policy discount rate and has tightened LTV caps multiple times since 2020 to cool Taipei and New Taipei property speculation. The 2024 CBC selective credit controls capped second-home LTV at 60% and third-home at 50%.
